Call to Order: President Dan D'Allaird called the meeting of the Duluth Public Library Board to order at 4:30 p.m. on Tuesday, June 28, 2011. On a motion by Katz, seconded by Brissett, the agenda was approved with one addition under "New Business."

Approval of Minutes
On a motion by Brissett,
seconded by Slade, the Library Board minutes of the regular meeting
of May 24, 2011 meeting were approved as amended.
Reports
A. Friends of the Duluth Public Library - Powers
The Friends' annual book sale took place June 14-17, and a total
of $22,040 was raised. Adele Krusz has stepped down as Friends'
president in order to focus on public relations, and the group
is looking for someone to take her seat.
B. Arrowhead Library System - Brissett
Brissett shared a report outlining recent Legacy Fund expenditures,
and there was discussion about the current status of Legacy Amendment
funding for libraries. The most recent proposal included public
libraries in Legacy Fund spending, but at a reduced level. However,
no Legacy money can be spent until the state passes a budget.
C. Duluth Library Foundation - Katz
A reception in honor of the organization's founders took place
June 22. Katz reported that the event was nicely done and well
attended by some of the major donors and others with an interest
in the library. The Foundation's annual report was mailed to donors
and given out at the reception. Katz will get copies for board
members who did not receive one in the mail.
Old Business:
Update on Library Supervisor
Positions - Powers reported
that three Library Supervisor positions were filled internally.
Dave Lull is the new supervisor for Technical & Support Services,
David Ouse is the supervisor for Public Services, and Renee Zurn
is the supervisor for Digital & Outreach Services. Their previous
positions as Librarian IIIs will not be filled.
"Our Libraries are Essential" Campaign - Brissett has arranged a meeting with the editorial board of the Duluth News Tribune at 9:30 a.m. on August 17. Katz will attend, and D'Allaird will attend if his schedule allows. Powers will contact representatives from the Friends and Foundation and invite them to be there as well. The group will get together a few days before the editorial board meeting to discuss its message. Board members will continue to contact candidates running for City Council, to encourage them to support increased library hours. D'Allaird volunteered to submit a letter to the editor to the DNT.
Laptop Policy - On a motion by Bogue, seconded by Katz, the laptop policy was approved as drafted.
Appropriate Library Behavior Policy - Slade suggested a change in wording regarding cell phones. On a motion by Slade, seconded by Bogue, the policy was approved as amended.
Election of Officers - On a motion of Katz, seconded by Brissett, D'Allaird was reelected as president and Bogue was reelected as vice president for another term.
New Business:
Collection Development
Policy - The group discussed
a draft of a new collection development policy. Powers explained
that currently there are three different policies for various
library collections, and all are quite detailed. She would like
to use them as procedural documents for staff and make the policy
broader and more general. Minor changes were suggested to Martha
Watson's edited version of the policy. Powers will incorporate
these changes and present a final draft for approval at the next
meeting.
Planning Retreat - A staff/board planning retreat originally scheduled for June will be postponed until September due to uncertainty with the state and city budgets. Bogue offered to find out whether St. Scholastica's retreat center could be used at no charge. There was consensus that the retreat should include the full library board, the staff members who were members of the planning team, and Lisa Potswald. The date and other details will be finalized at the August meeting.
